Article 59
Exercise of economic rights

(1) Union, state and local level shall enact laws, make annual budgets, make decisions, prepare policies and plans and implement them in matters related to economic rights within their authority.
(2) The Union may make necessary policies, standards and laws applicable to the provinces in the matter of common list and other areas of economic rights.
(3) Union, state and local level will make budgets of their respective levels and the time of submission of budget by state and local level will be according to the federal law.
(4) Union, state and local levels should make arrangements for equitable distribution of benefits obtained from the use or development of natural resources. A certain portion of such benefit should be distributed in the form of royalty, service or goods to the project affected areas and local communities in accordance with the law.
(5) If the local community wants to invest in the use of natural resources by the federal, provincial and local levels, priority should be given to invest the portion according to the law based on the nature and size of the investment. (6) The Government of Nepal shall have the right to take foreign aid and loans. While taking such aid or loan, it should be taken in such a way that the overall economic stability of the country is ensured.
(7) Arrangements related to budget deficit management and other financial discipline of the union, state and local levels shall be in accordance with the federal law.
